The Chair of Good Governance and Public Integrity of the University of Murcia, with the collaboration of the Centre of Expertise for Good Governance of the Council of Europe, has organized the I Edition ELoGE-Region of Murcia (Spain) (March-November 2022). In this edition, 5 municipalities have participated: Murcia -capital of the Region- (460.349 inhabitants), Cartagena (216.365 inhabitants), Alcantarilla (42.559 inhabitants), Molina de Segura (73.498 inhabitants) and Santomera (16.154 inhabitants).
For the development of the project, the Chair had the technical support of the Betean consultancy. The consultancy firm Betean was hired by the Chair following the advice of the Center of Expertise for Good Governance due to its experience with ELoGE in the five editions that this project has had in the Basque Country, the only area in Spain where this project has been developed
The ELoGE programme in Murcia Region was implemented in six phases:
- Public launching event of the project (University of Murcia, 3 March 2002) – The first Edition of ELoGE-Region of Murcia was launched on 3 March 2022.
- Training workshop on ELoGE for the UMU Chair of Good Governance and Public Integrity by Betean (31 March 2022 - online session) - The consultancy firm Betean held an online training workshop with the members of the ELoGE team of the Chair in Good Governance and Public Integrity.
- Face-to-face and online training workshop on ELoGE tools for participating municipalities (5 May 2022 - Faculty of Law and Zoom) - The 7 municipalities (Alcantarilla, Águilas, Cartagena, Los Alcázares, Molina de Segura, Murcia and Santomera) that answered affirmatively to the letter of participation in the project were summoned to a training workshop in which the detailed functioning of the project was explained to them with special attention to the 97 benchmarking indicators and the two surveys to citizens and councillors and to the online application developed by Betean for the fulfilment of the benchmarking tool.
- Verification work of benchmarking tools and surveys (July and September 2022) - After the deadline for sending the self-assessment and the surveys to councillors and citizens, which was completed by 5 of the participating municipalities despite the extension until 20 July (Alcantarilla, Cartagena, Murcia, Molina de Segura and Santomera), both the Chair of Good Governance and Betean carried out the verification work.
- Final reports on the 5 city councils (13 October 2022) - On October Betean finished verifying the scores of the municipalities and asked them to make changes to some of the indicator scores.
- ELoGE Regional Platform Meeting (2 November 2022) - Meeting of the ELoGE-Region of Murcia Platform to approve the final ELoGE reports according to which only Alcantarilla, with 3.38 points, and Cartagena, with 3.22 points, achieved the ELoGE label.
ELoGE Spain (Murvia Region) involved two target groups:
- Citizens
- Councillors
Betean's final seminar with the municipal technicians and the scholarship holders of the Chair. The seminar dealt with the following points:
1. Overall assessment of the project (both in the more operational part, as well as in the content).
2. Diagnosis of the edition.
3. Improvements and proposals.- Alcantarilla
