ELoGE RAFVG 2024

Each municipality participating in the programme compiles the Self-assessment Benchmark against the indicators of the 4 Fundamentals of Good Governance and provides evidence/examples regarding the “justification” of the score.

In addition to the compilation of the Benchmark, the municipalities distribute tailor-made questionnaires to citizens, elected representatives and municipal employees. During this phase the municipalities are supported by ISIG researchers who collected and analysed the final data using a digital platform.
The evaluation methodology articulates in:
• Benchmark:
o Self-assessment on a scale from 0 to 4 (where 0 - don't know/not applicable; 1 minimum, 4 maximum) on each indicator;
o List of evidence - for each principle an evidence/evidence is required that 'justifies' the self-assigned score.
• Questionnaires (citizens, elected representatives, municipal employees):
o Questions related to the 12 Principles (i.e. one question per principle, perception of the extent to which the municipality's work reflects a particular principle, on a scale of 1-4);
o Data on socio-economic profile and COVID-19 are contextual, not part of the evaluation.

At the end of the process data were transmitted to a National Evaluation Platform, a committee of experts, selected by AICCRE FVG, in charge of evaluating the final results and deciding on the list of municipalities to be awarded the ELoGE FVG Label.

In July 2024, the award ceremony took place at the Regional Council in Trieste, where 7 municipalities were awarded for having completed the process, achieving a high level of democratic governance according to the 4 European Fundamentals of Good Governance.
