The Inter-municipal Development Network of the Dodecanese – Aegaeis was agreed upon in February 2018 under the EU-CoE Joint Project “Technical Assistance on Institutional Enhancement for Local Governance in Greece”. The Network is composed by the seven island municipalities of Agathonisi, Astypalaia, Kalymnos, Leipsoi, Leros, Patmos and Tilos. Upon completion of the project, the Ministry of Interior expressed its willingness to continue strengthening Inter-Municipal Cooperation (IMC) in Greece, and in particular to continue providing support to the pilot Network. The IMC objectives are:
- Promotion of sustainable transport for both external access to the island and for internal travel.
- Promotion of the natural and residential environment of the island – efficient use of resources.
- Strengthen local production opportunities and diversifying economic activity.
- Strengthen employment and skills development, education and social inclusion.

The IMC intends to achieve the following results:
- Upgrading of connectivity between the islands and major airports and ports.
- Upgrading of interconnectivity between the islands of the network.
- Upgrading of the port infrastructure of the network island.
- Upgrading of the internal road network of the network islands.
- Development of infrastructures and actions for alternative transport services.
The IMC Programme provided support to pilot municipalities which valued inter-municipal cooperation as an efficient and sustainable opportunity to improve the effectiveness of their service delivery and improve the overall capacity and responsiveness of the municipal administration. In a context of economic crisis, the IMC activity helped participating mayors, municipal councilors and staff to reconsider IMC as a tool to overcome structural deficiencies which are particularly acute in island municipalities, such as the lack of personnel and resources. The Centre of Expertise assisted the pilot
municipalities in assessing existing IMC legal instruments and developing an IMC Network according to the Greek legal and institutional context, building on European best practice.
