The Local Democracy Agency (LDA) Mostar has become accredited ELoGE platform for Bosnia and Herzegovina, by decision of Democratic Governance Division of Directorate General of Democracy of the Council of Europe, from 31 May 2021, for a period of three years.
The ELoGE program in Bosnia and Herzegovina is implanted as a part of the wider Project ‘’Strengthening local participation and cooperation through partnership of Public Authorities and CSOs in Bosnia and Herzegovina – LINK 4 Cooperation“ approved and funded by European Union for the period 2021-2023. LDA Mostar is the carrier of the platform, which also includes consortium of partners: LDA Prijedor, LDA Zavidovici and CRH Trebinje.
There were also ALDA and ALD Skopje presence in the process as those two organizations were partners in the project LINK 4 Cooperation.
The ELoGE programme in Bosnia and Herzegovina was implemented in five phases:
1. Preparation - In the initial stage of the implementation after the communication plan was prepared, the ELoGE platform was presented including implementing partners and 12 local governments, with the special focus on ELoGE methodology and 12 principals of good governance.2. Adaptation - Translation and adaptation of the ELoGE Benchmark and questionnaires for local administration, elected officials and citizens, was realized from January to March 2022. The workshop for the ELoGE experts were organized in Mostar on February 8, 2022 in order to prepare the whole ELoGE process and more specifically the workshops that will be held for the Municipal ELoGE teams, to make them ready for the forthcoming self-assessment process and Benchmark.
3. Launching - The launching of ELoGE in Bosnia and Herzegovina was held with in the National Forum for the exchange of best practices of cooperation between civil society organizations (CSOs) and local authorities, which was held in Zavidovići on March 17, 2022.
4. Implementation - The Questionnaire for the citizens of the City of Mostar launched through the official web site of the City of Mostar and promoted by the Project LINK 4 Cooperation web site and the social networks. More than 1500 citizens filled the questionnaire till the end of April 2022. Parallelly to those, the questionnaires for local government and local administration officials were completed in 12 local governments, all as supporting evidence to the Benchmark that will be completed by the municipal ELoGE teams. The self-assessment process and competition of Benchmark by 12 local governments started immediately after the workshops organized by ELoGE experts to each of municipal ELoGE tams individually, from April 2022.
5. Evaluation and awarding - The evaluation process already stated by nominating the independent expert’s Evaluating ELoGE Committee in February 2022 and the workshop for the committee organized in May 2022. The Evalution procces started with the first Benchmark completed and it continues procces while the Municipal ELoGE teams completing the self-assessment processes.
ELoGE Bosnia and Herzegovina involved 3 target groups of each Municipalities:
- Citizens
- Municipalities’ employees
- Members of local councils
During the implementation of the LINK 4 Cooperation project, an external evaluation of the project was also carried out. Two important recommendations of the evaluator refer to ELoGE:
- To create a handbook with clear and detailed instructions for local governments on the documents they should attach as supporting evidence when self-assessing and evaluating their work and services by filling out the Benchmark;
- To carry out a strong promotion of ELoGE at the state level in order to promote the importance of self-assessment and building the capacity of local governments, especially considering the EU accession process.
