Good Practices in identifying and removing Obstacles
On environmental matters strengthening CBC by adopting sub-regional and ecosystem approach for integrated solutions.
Reasons for Obstacles Persistence
1. Removing identified obstacles usually require a long time and involvement of institutions at different levels (from local and national level to EU).
2. Lack of knowledge and understanding of the differences in languages, culture, working methods, institutional organisation and division of power, national legislations.
3. Lack of sustainable links between the relevant partners on both sides of the border with sufficient administrative capacity.Obstacles to be removed by coordination between State and Regional Actors
EGTC between the authorities in a border region might lead to increased effectiveness and efficiency of the cross-border activities.
Obstacles to be removed by International Cooperation
1. More moderate EU regulations after 2013 could decrease administrative burden and enable partners to work more on the contents of the projects.
2. CBC matters should be specifically addressed in national and other relevant EU policies, assuring higher flexibility regarding establishment of joint structures and thus respecting the conditions of each border area.
